Steam download stuck at creating local game files

I can't download games on Steam? (Gets stuck at "creating local game cache files) So yeah, whenever I try to download a game, it gets stuck at the stage where a pop-up window comes up with "creating local game cache files". This only started happening a couple days ago. I am using Windows 7 btw.
